Can I Run NBA 2K17 or 2K16

Hello Sir/Mam i would just like to know if my PC can run NBA 2K17 Or NBA 2K16.

CPU: AMD A6 6400K Dual Core
GPU: Raedon HD 6570 PowerColor 2GB 128 BIT
RAM: 4GB
MotherBoard: MSI A68HM -E33 V2

NBA 2K17 is bad optimized comparing to NBA 2K16 (which was not amazing neither all in all). I couldn't get 60fps stable with i7 6700k-gigabyte 970 xtreme edition-16GB Ram 2666. Everything maxed out. (I got 60fps stable with the same specs on 2K16). After upgrading to 1070 I could. I remember running NBA 2K16 on a laptop with i3 fifth generation-4 GB Ram-930M with low settings but smoothly.

Furthermore I think that 2K17 is a worse game all in all. Many nice improvements but tons of new problems.
