Sapphire Radeon R9 380 Nitro 4GB GDDR5 will not show signal to monitor

I had this old computer for a little while, and I decided to upgrade some components so I can make a decent gaming PC for my brother(he plays Overwatch and some League, so I doubted that I need to upgrade more than I already did, you can pretty much run League on a toaster anyway). So I changed the case, the GPU and the PSU. I grabbed this video card for a -60% off from a components retailer, so for a decent setup I think it was worth it. After I changed the components and plugged it in, the new graphics card will not send any video signal to my monitor. I tried this with different monitors, so the monitor is not faulty.

I have installed back my older video card, VGA to VGA connector, and it sends signal to the monitor succesfully, and the computer boots up and I am able to enter in Windows. On the new one, I have tried DVI to VGA, and with the HDMI cable on a newer monitor aswell, and it does not send signal. My older video card had only one of the power connectors needed for it to work, but this new GPU requires both of them. When installing back the old video card, I have also checked both connectors to see if one of them is faulty, but both are good.

Before assembling it, I took out the CMOS battery and left it out for at least 10 minutes so the CMOS will be cleaned and the BIOS settings will go back to defaults.

I have tried things in this order after assembling it:
1)Made sure all the connectors were in place for everything, checked it a couple of times to be sure
2)Pulled out and interchanged each piece of RAM, and only put a piece of RAM on the right side slot.
3)Pulled out the CPU, changed the paste, and put a new cooler on it aswell
4)Pulled out the video card and changed it with my older one, with the VGA cable for monitor connection, and it worked, Windows booted up with no problems. I mention that I have tried the on-board video card with the old video card and it worked, but with the new video card installed, neither the on-board nor the new GPU would show any signal on the monitor.

One of my buddies who is a technician thinks it may be a compatibility issue of some sort, but he cannot really put his fingers on it. Before installing the video card, I have NOT installed the new drivers for the new one, I figured Windows would pick them up automatically. Do you think uninstalling the video drivers for the old card and installing the drivers for the new Radeon would fix the issue? I also mention that I have not updated my BIOS in quite a while, maybe a year now, but the motherboard is so old that I found out no new BIOS versions have been released for this motherboard, from MSI's website.

My setup is:
- Intel Core I3 2100 3.1Ghz
- Kingston 2GB 1333
- MSI h61m-p21
- New video card: Sapphire Radeon R9 380 Nitro GDDR5 4GB 256-bit
- Old video card: Gainward Nvidia GeForce GTS450 GDDR3 1GB 128-bit
- Segotep SG-500A 500W
- Segotep Halo Black
- Samsung HDD 1TB SATAII
