Pc lag using 90% of ram

I don't know why my pc is so laggy (lag spikes) all the time when play Cs go and Rust for example. In Cs go I usually get around 300 fps, but I get lag spikes that go down to 10 fps. I opened task manager to check if something was wrong and it said that I was using over 90% of the ram when only Cs go and Google was open. Can anyone help me with this problem, please?
(I have only 15gb of 250gb left on my ssd)

My specs:
OS: Windows 10
Motherboard: Gigabyte Z170-Gaming K3
Cpu: Intel i7 6700k
Gpu: ASUS GeForce GTX 1070 DUAL OC
Psu: Corsair RM750x 750W
Ram: Crucial DDR4 2133MHz 8GB
Ssd: Crucial MX300 275GB 2.5"

Internet: cable, cat6, ping around 10, Speed 80 Mbs.

You forgot to mention the OS and motherboard. If you're on Windows OS environment, then open Task Manager and see how much ram is being used at idle(soon after boot without any games open). If the ram's usage is as high as you're seeing and you're on Windows 10, you're suffering from a memory leak, solution to that is a repair install.

Some web pages have scripts that cause memory leaks in Chrome. On my PC, Chrome can bloat to well over 4GB RAM used. Once most of your RAM is used, Windows makes more use of the swapfile and that may be when you see those 10fps dips.

It doesn't matter how fast your CPU and GPU are. Once the swapfile needs to get involved, performance goes down the toilet.

okay, so I reinstalled windows but I think I installed it on my external HDD instead of my SSD, because when I take my HDD out my PC exits.
