New PC won't post - is it a CPU issue?

New pc won't post all all...

I have tried a different PSU, motherboard and different RAM.

I have breadboarded to see if it was a short, this made no difference.

I have tried with and without a graphics card, this didn't help either.

Only one motherboard is capable of a speaker, which is Gigabyte h110m-s2h and it beeped 5 times.

Is this a CPU problem because I have no other compatible CPU to test with.

Components:
-i7-7700
-Gigabyte H110m-s2h or MSI h110m Pro-vd Plus
-16GB ddr4 2133 (2x8)
-palit gtx 1050
-corsair cx600
 
Solution
Most H110 boards need a BIOS update to support Kaby Lake CPUs. You need a skylake CPU to update the BIOS. Maybe a local PC shop can assist.

Is updating the bios 100% needed even if I have bought the MoBo a few days ago and my specific processor was on the supported list? And do you know if it would end up being cheap or not because I don't have the most of money

Just because you recently purchased the board doesn't mean it wasn't sitting on the shelf for many months.
 
When you bought the motherboard is immaterial. You have no way of knowing how long the board was on the shelf before the dealer sold it to you. Yes the Kaby lake CPU is supported as per the list...IF the BIOS is at a certain level.
