Whenever I try to install a new program they just don't appear anywhere on windows explorer.

If I install a program in C:\Program Files, the new folder doesnt show up. If I type the location in the explorer it says it doesnt exist, same if I try running it from the task manager.

But if I run the setup a second time and try to install it again the setup tells me the path already exists and that the program has already been installed. I can find the folder if I try to change the directory, but it just doesn't appear anywhere else. It happens with any kind of setup, but I can still download new files.

I'm not sure but I guess it started when I checked something in the registry about running admin programs without password, but I've already unchecked it and it's still going on.

It might just be the account... make another admin account and install them on that account. If that fails then your looking to a new windows install.
