Cpu bottle necking my GPU?

Solution
Actually GTA V takes a lot of GPU power to play on ultra @ 1920 x 1080 at 60 fps. It is also very Vram intensive meaning it likes lots and likes it as fast as possible. While an Intel CPU will give better performance due to its higher IPC both CPU's will be limited due to the fact you have a mid-range card.

Is the FX 8350 causing a bottleneck in GTA V? Some yes, there is no doubt about it compared to an Intel i5 2500. Yes an old one but AMD's FX CPU's are just that old.

There are a variety of factors that contribute to a bottleneck. For example, the resolution, the settings within specific games, and a few others to include the clocks of your CPU and GPU.

Have you noticed anything strange with your performance? As in are games not running as smooth as you know they should be with the GTX 1060? Can you provide a few examples of what you think the bottleneck is?

I thought I could run GTA V 60fps ultra on the card because it exceeds the recommended speeds by a lot.
