CPU Stays the Same Speed

CPU: Intel Core i5-6600k @3.50GHZ
Motherboard: MSI Z170A M5

I started digging my PC spec after experiencing lagging during playing games and I noticed my speed is just around 075-0.80 GHZ upon checking task manager. This isn't normal at all. Is it an issue with my CPU at all? I changed my power to high performance and still the same range of speed. What is wrong with my CPU speed?

I switched to Slow Mode (Not sure if this is on or not.. as of right now, i switched it to the left where it says slow). It works now and the CPU speed is not like before. There is no lagging anymore when I play games. Thank you!
