100C CPU overheating problem

Basically my i5-4690k is idling at about 50-70C, and under the slightest load (like downloading something) the temp jumps up to 100C. I've looked at multiple temperature monitoring software but they all read the same numbers. My cpu cooler seems to stay at about 2000rpm under load (according to speedfan). And when it's idling sometimes the fan will even stop momentarily. The area around the cpu doesn't feel hot to me though, which is the confusing part to me.

Edit: upon closer inspection it seems like the 2 case fans I have around the cpu have stopped spinning altogether, I have no idea if this could be related.

1. Cooler ?
2. CPU OC'd or stock
3. When did this start ?
4. What does 'around the CPU' mean ?
5. When was cooler mounted ?
6. How id fan being controlled, BIOS ? MoBo Utility ?
7. System Specs


I would skip all the other utilities and never riun 2 at the same time ... HWiNFO is ya best option.

1. stock intel cooler
2. not overclocked
3. today, but i havent used this computer in about a month.
4. case fans that are located maybe 8"-ish from the top and left side of the cpu.
