GPU suddenly stopped working properly.

Woke up this morning and fired up my pc but then upon booting up onto windows loading screen, the screen froze and had some green squares and a green tint showing on the monitor.. So i decided to reset my pc. But after resetting, my screen only displayed a black screen. (It was not black as if the monitor was unplugged/off, but it was showing a black screen that has some white light to it.) So I decided to remove my GPU, and plugged the monitor cable onto the mobo display port. It booted up as it would normally do. Why did this happen? It was working perfectly fine last night. Haven't installed anything new recently. So I suspect that my gpu is dead. There's no other culprit here, right? Oh and another thing, I did notice that even though my pc was completely powered off, there was some electrical shock when touching the usb port and the rivets of the cpu case. (Mild shock)
could you guys help me?

Palit Gtx 1060 6gb
Msi b250m mortar
1tb wd blue
4gb team group elite ram @ 2133mhz x 2 (8gb total)
Aerocool rave 80+ 500w
Dell s2216h 21.5in 1080p ips panel monitor

I did reseat the gpu 3 times already.. Also reseatted/replugged everything on the motherboard.. I sent the Gpu to where I bought it. Good thing it was still in warranty. Bought it last month.. So by now, I'm gonna need to change my psu while waiting for the repair?
