RAM not recognised on new build

HI All,

I hope you are well?

My build is;

Gigabyte GA-X99-ULTRA GAMING Motherboard
i7-6800K
4X8GB Trident Z DDR4 3200 RAM (ONE SET)
Gigabyte GTX 1080 ti GPU
Windows 10 Pro

My issue is this - All four sticks of RAM are installed correctly (I have had them in and out more times then ...[insert crude euphemism here]) and are well seated. However, my pc is only recognising 16GB of RAM - bios shows 16GB - Windows shows 16GB - Memtest (top left of screen) shows 16gb - CPU-z shows 32GB?!?!

I have tried them individually and with 2 of the sticks the system boots up fine showing 8GB of RAM for each stick. With the other 2, nothing happens...no boot up or bios screen. I have tried inserting 1 'good' stick and one 'bad' stick and this only shows 8GB. With the 2 'good' sticks it shows the 16GB with the 2 bad sticks...Nothing.

Its worth me mentioning that all sticks were tested in the same RAM slot to make this a fair test.

From this information would you say that I have just got a duff set of RAM and therefore need to return it? or is there something I have missed?
