Computer turns on then off in a continuous loop

My computer is turning off in a continuous loop right when I turn it on, but the interesting thing is that when I turn it off for a long time with no power then turn it on, it will take about an hour before starting the loop again, and in this time I can play games just as I did before. This computer is lejitimately 1 week old, and I built it. Here are the specs.

Case: s340
CPU: intel i5 6500k
Gpu: gtx 1060 6 gb msi
Motherboard: msi z170a gaming
Cooler: intel stock fan
Hdd: western digital 1 TB
Power supply: EVGA supernova 550w 80+ gold certified fully modular
Ram: hyperx fury 4gb +4gb ddr4
Os: windows 10 home 64 bit

Any errors during loop, sounds or anything like that?
Have you tried resetting the bios in case it auto-overclocked?
Do you have something shorting the bios pins by accident?
Are you using an older drive from an another build?
How far does it boot before it decides to loop?

Loops in my experience have been from PSU issues (OCing, or a bad PSU) - usually loops before anything can show on the monitor.
Another loop I've gotten I just needed to reseat the CPU and MOBO PSU connections.
Another fix was resetting the BIOS.

No sounds or errors, when it is in loop I can't even reach the BIOS
It is not overclocked and the BIOS is reset
No pins on the board are shorting
Im using a completely new drive
It varies on how long it takes, it depends on how long the computer has been off. Ex: 1 hour off results in about 30 minutes on, and 8 hours off results in about an hour and a half on. When it starts looping it will turn on and off within .25 seconds however.
Hopefully with this information you can help me fix this.
