CS:GO stuttering when i see opponents / CS:GO lag, only 190-220 FPS

1. Lag / freezing / stuttering when I see an enemy or he approaches at me.
2. I have only 190-220 FPS (or 199-200), and is down to 90-120 and stuck here. I have only lag, stuttering, freezing etc. From 300 FPS on high, now i have 90-220 on 4:3 very low. I tried fps_max 300 / 0 / 999.

I doubt that it's just the fact he's on an FX chip; I run an FX-8370, and can run just about any modern game at max or at least high settings with no lag.

A CPU upgrade would probably help, in this case; the FX-4300 is a lower-level chip, and is probably struggling to keep up with the demands of newer games. If you can't upgrade your motherobard, RAM, and CPU, getting an 83 series FX would probably be your best option.

What do you mean "don't reply only for +1?"

Also, why do you require 250-300 FPS? Even if you can tell the difference above 60 FPS, which most people can't, I sincerely doubt you (or anyone else) can discern between 150 and 300 FPS.

200 fps on csgo with a 4300 is insane, no matter what settings, the cpu itself is low end in modern terms, so you bitching that you aren't getting x amount of frames that you want is absurd, upgrade if it's an issue.

So the game hardlocks whenever a player shows up and/or starts shooting? That sounds more like either a hard drive issue or a network issue, actually. If your hard drive is going bad, programs will have trouble loading their files.

Let's check your network first. Do a tracert to the IP of the CS:GO server you commonly play on and see what it returns. If any response times seem unusually high (i.e. most of the response times are 10-30ms but one hop shows 500ms), the issue isn't on your end, and therefore there's really nothing you can do.

Oh? That points to a different source of the issue. Is your AV program doing stuff while you're playing? Many AV programs either don't recognize or don't bother checking whether them doing something will interfere with other programs, probably because they're designed to run even if a virus is trying to hog all the resources to cause a crash.

Kaspersky recently set itself to some kind of ultra-high security setting that was messing with everything I tried to do. Voice chat connections took up to fifteen seconds to work when previously they'd taken maybe two seconds, some programs were taking ages to load (MultiMC Launcher took a full five minutes to load, probably because Kaspersky was restricting MultiMC's update checker), etc. I finally figured it out and told Kaspersky to back off, and have had zero issues since.

Well, if it isn't your AV programs, then your HDD is probably dying. 100% disk usage and stuttering whenever you see a player (aka whenever a new model or sound needs to be loaded from the disk into the RAM) without any other programs running is a very strong indicator that your HDD has only a few months left to live at best. Back up all your data and get a new HDD ASAP.

When im playing I get freeze lag upon seeing an enemy for like half to one second. My FPS is stucked/locked at 200, with fps_max 0, 300 or 999. From 200 FPS, my FPS is going down to 90-120 and is stuck here. On all servers my VAR is high. From 0.01 to 1. Random audio spikes, stuttering, freeze, FPS drops, etc...
