Handful of websites not loading. Can someone tell me what the issue may be from Tracert image? (attached)

By not loading I mean loading forever and then getting the typical "this site can't be reached" chrome error. I've already tried flushing my DNS, using a different DNS, clearing browser cache, trying different browsers, different devices, checking firewall/antivirus rules and whatnot.

This is my tracert when trying to access one of the inaccessible sites:

Trying repair from windows 7 gives the following problem found: "Your computer appears to be correctly configured, but the device or resource (www.microsoft.com) is not responding." And of course does not solve the issue.

Any ideas as to what the issue may be? I can't interpret a tracert command for shit.

Hotmail was replaced by outlook.com months ago. Your browser should auto re-direct you. What browser are you using and what are it's security settings? Also could be a DNS hiccup that took a bit to correct.
You only to a point can compare those tracert the servers are in different countries so it will follow different paths.

The timeouts look bad to people not familiar with tracert but in your case do not indicate any issue. The latency of all the other hops is extremely consistent so the * * * rows do not mean actual loss they just mean the device was configure to not respond.

The end server in both cases does actually respond to your machine. Why it would respond to tracert but not the web browser is hard to say, in general it is something to do with the server itself or I suppose it could be related to something in your machine maybe the firewall ?

The one you say has issues is all in microsofts network

If you didn't say it didn't actually work I would say both tracert are fine just a little strange.

I made the post late at night and the next morning the problem is no longer there. Maybe the ISP was performing network maintenance at non-peak hour?
