Definitely need a cpu cooler, the X versions do not come with stock coolers.
Unless you plan on extreme OC and/or sli, I'd downgrade the mobo to a good B250 and save yourself some money. Which could then be used for a better psu, that VS is quite low grade, there's several Seasonic or similar, or even Corsair that are much better quality and will give you the stability you'll need for any decent OC.
