New Rx480 Strix Acting Weird No OC

Hi

I bought a Asus X480 Strix yesterday, installed latest driver 17.6.1

Since then everything seems weird. Chrome, desktop, apps in general even less demanding video games act as if i have some 10$ gpu installed. Performance is worse than it was on my old R9 280 CU2.

GPU settings as if out of the box, haven't dare to OC yet with such instability!
I've tried Asus's driver from website, same thing.

I'm debating a clean Windows install. Is this a common problem? Any suggestions plz?

PC specs:
Win7 x64
i5 4460
Asus H97-Plus
Kingstone 8gig ram
FSP Aura gold 750w
x2 SSD Fury

To sort of wrap up this thread, I upgraded my mobo's bios and that seems to have helped a bit.
Performance is yet not up to par with the reputation the RX480 Strix has in the market, and still kind of convinced it's something to do with either mobo bios and/or windows OS. Cause the other day when great Win10 locked me up after it turned off usb ports (to save power), i loaded my ubuntu usb stick to backup data before the 3rd fresh OS install in 2 days, and everything was running smooth on ubuntu's desktop and apps.

Now i have to figure out how to fix the new mobo bios that has extended boot to up to full minute, the old bios didn't.
And windows 10 updates slows down pc performance by half!

Yea, and i don't have spare pc to try out...

No. I honestly assumed amd's new driver would uninstall the old ones since i chose clean install.
I'll try that now.

I had GPU tweak2 but uninstalled. Otherwise, windows is almost packed with games and apps. I'm gonna do a fresh windows install, hope it fix it. It such a bummer with a new gpu.

No it's the 8gig version. Further, it says DAC frequency is 400mghz.
I doubt windows identified the gpu correctly.

Fresh windows install, still same problem. You know when you refresh the desktop and the right click menu slowly fades away? That's when i first noticed it. Same thing applies to almost every other app/game.

All i could think of now is install windows 10, maybe win7 isn't compatible? o_O
 
17.6.1 specifically says it's compatible with rx 400 cards and Win 7.
Clock readings on idle are that low, because card reduces clocks when idle. Make the readings under load, and you will see the right values for the card. Yes, I suppose you can't really play any games, but it should be enough to just run one for a few minutes to get correct readings.

I'm on freakout mode now. I've tried almost everything. Fresh win7 & win10 installs. Latest driver, driver in box and one on asus's website.
I updated mobo bios, forced bios to boot on pci-e only, set speed to 3.0
Tried different TV screen - i don't have any PC dedicated screens, would that be a problem? TV is connected via HDMI

For now, i don't know what to do. Why games are so laggy, desktop and apps same problem.
Few options left to rule out and could be quite expensive for my tiny budget:
- Buy new pc lcd screen?
- Buy new x370 prime & Ryzen 1700? Could it be mobo/CPU incompatibility?
- Flash RX580 bios on my RX480 and risk bricking it? I saw a post online someone is having issues with their rx480 drivers, ended up flashing new bios onto the gpu as recommended by amd !

None of these options seem to have a certain answer and could be just a waste of time. I can't return the gpu to the dealer, they have no return policy! Nor can i be sure it's a gpu problem!

For now, i'm gonna try older drivers as of 16.7.1 the first driver for x480 and see if that'll change anything.


 
I can for sure rule out TV problem. Worst problem you can have with TV connected via HDMI is that it will not display anything before installing drivers, but that's not the case here.
Mobo incompatibility is also out of question, it would not boot at all or boot and freeze if that was the case, besides the mobo is way too new for such problem.
Flashing the BIOS on GPU might be an option, but risky one.

Best move at this point would be to try the card at another comp and see how it behaves there.
