I am wondering what the best graphics card is. The 1080 strix advanced or the 1070 strix oc. The 1080 strix advanced is a little bit more expensive, but not too much.

Solution
The GTX 1080 is significantly better than the GTX 1070, but, which GPU to choose depends on your monitor's resolution, refresh rate, budget, and power supply/connectors.

The GTX 1080 is ideal for 1080p/144Hz++, 1440p/~120Hz, or 4K/~60Hz AAA gaming in Ultra Detail. The Strix GTX 1080 requires 1x 6-pin + 1x 8-pin PCIE power.

The GTX 1070 is ideal 1080p/~120Hz or 1440p/~60Hz AAA gaming in Ultra Detail. The Strix GTX 1070 requires 1x 8-pin PCIE power only.

Solution
Honestly the Strix cards are usually heavy overpriced.
An Asus 1070 dual performs just the same as the 1070 Strix and is sometimes up to 90$ cheaper.
The cheapest 2 fan or 3 fan 1080 performs severely better than the most expensive 1070 you can find.
With NVIDIA's boost technology all the different 1070s and 1080s perform almost the same (we're talking about 3-4fps, usually less than 5°C & a couple of decibels)
