Build help: More than high-end mapmaker

I'm a little out of my depth with this one, even though I've worked with gaming systems and servers for some time. My wife has a geologist that she needs to purchase a computer for, and because of weird regulations, she can't just straight up order the system. Can anyone help me spec out a suitable list of parts?

Money requirements - Hard limit of $6000, but need to be no more than $3000 from any single source (so we can do $3K from Newegg, and $3K from Microcenter, for example). I'd prefer to keep it to two, but no more than 3 sources.

Time to order: soon, as in the next week.

System usage:
This workstation will be used for very intensive 3D mapping projects using ArcGIS ("vast amounts of 3D data"). It needs to be able to drive two or three large monitors (not included in the budget). User has also requested that it be quiet.

Hardware requirements:
Processor - Intel Xeon E5-2640 V4 2.4GHz/10Core (or similar)
RAM - 128 GB RAM - user has recommended G.Skill Trident Z Series 8x16GB
Storage - 2TB SSD - user has recommended Crucial MX300 2.5"
Graphics - GeForce GTX 1080 or equivalent.
Will need a CD drive R/W as well, but does not need to include monitors, keyboard, or mouse.
Operating system is also not needed.

User has previously proposed that a Dell Precision 5810 with an E5-1660 V4 processor would be a suitable base system, if that helps with determining the motherboard and power supply requirements. Unfortunately, due to aforementioned regulations, we can't just buy that and beef it up with additional RAM, storage, and GPU, no matter how much time and effort it would save.

Your requirements to go out to a builder are pretty much what you already listed. For an ArcGIS system I would not use a gaming graphics card.
If you want an E5-2xxx CPU then you would put something like "upgradable to dual socket" in your solicitation. Minimum number of cores and clock speeds, etc.

You don't SPECIFY a part, but you list the requirements that would cause someone to choose the parts you want.
For graphics you could specify the amount of RAM, for instance and that would limit the choices.
