i have 8gb of ram, 2 4gb sticks. they are 1600mhz. bios reads it perfectly. however, the os does not. half of it is in hardware reserve and its only running at 800 mhz. i have a 64bit windows 10, so that isnt the issue. and i have had 8gb before but recently, its done this.

What software are you using that's reporting 800MHz? Because that would be correct if it's reporting the base DRAM frequency, as opposed to the double data rate of 1600MHz.
