Has my Graphics card died? (Raedon R9 270x x64)

i've had a Raedon R9 720x in my Windows 7 x64bit build for over 2 years now.

It has worked perfectly in all that time, however, about a week ago i began getting stutters whilst i was gaming, this gradually got worse until about two days ago when I lost all sound and display. now i just get a black screen (when i have no connection my screen goes blue).

Since then all i get is a black screen after the Microsoft Corporation startup loading bar.
The card is still sort of working, as the fans spin, but i cannot get any sort of display unless i open in safemode.

When i click on device manager and look at the driver details it tells me that it's using a driver from 2015, and it insists that this is the most up to date driver, but i can see on the AMD website that there are much much more recent ones than that, but it won't even try to update however much i insist.

To try and fix this I uninstalled the card, and then rebooted so it could reinstall itself, but this did not solve the problem, so i manually downloaded the new drivers from AMD. However, it seems that anything i download from AMD gets me an "error 99" message saying the driver isn't digitally signed.

This seemed weird to me, so I downloaded the automatic driver detector program from AMD, but that also returned a no signature error. I tried downloading earlier drivers, but the same thing again, no signature error...I tried downloading Catalyst Conversion Center, but lo and beyhold that returns an error99 too...(Could this be because i'm in safe mode?)

So i booted back up in command prompt, turned off the digital signature enforcement and tried again...Somehow i'm still getting an "error 99 no digital signature" error. .

I'm completely stumped now and have no idea what to do next and i can't find anything even close to my problem on the internet...Has my Graphic card died? Is there something i've done wrong? This build up has worked perfectly for at least two years, Any advice would be greatly appreciated.

Additional: I just ran the DXdiag command, and it's not finding my card...all the subjects read n/a (I'm still in safe mode if that's relevant)

Additional 2: The driver version that it's telling me is installed is: 15.300.1025.0
The driver version that is on the amd website as most recent is: 17.6.1

Additional3: i ran sfc /scannow, and got the result: Windows resource protection did not find and integrity violations.

Additional4: Today i completely removed the card, cleaned a considerable, though not excessive amount of lint out from it. I noticed some bluing on the front plate, and the other steel plates...does this indicate heat damage, or is this usual? Anyway, i reseated the card, and plugged in with a different cable to a different slot on the tv (although it is the same slot on the g/card)...results = still the same.

I tried that method, and whilst it did allow me to install the new drivers, i'm afraid that i've still got almost the same problem, the only difference is that now the screen is green rather than black
