Slow File Transfer Between Drives and on the Same Drive

Hi there,
I've recently been trying to transfer some files onto a cheap usb 2.0, but also just moving files between locations on the same drive. Even though there are lots of files (90,000 to be exact), they only add up to be 1.2 GB. And still, I have a transfer speed of 100 KB/s! Is this something to do with the amount of files, even though the size is small, or just a slow hard drive? I used to have a 1 TB WD drive, until it got infected and was replaced by a cheap Toshiba from Dell Support.

I'm also moving files from my hard drive, to a high quality, Lexer SD card. It's a 16 GB with 98 MB/s write speed, but still the same results!

Thanks so much for the help. This has been driving me insane recently.

Solution
It is precisely due to the number of files.

A single 1.2GB file will copy way, way faster than 90,000 tiny files totaling 1.2GB.
The system has to stop and think about where the next file starts, and then all of its fragmented data.
