I doubt it, that gpu is very old, and judging from the specs on this page ( https://www.newegg.com/Product/Product.aspx?Item=N82E16814195096 ), it could probably only run one monitor.
For a workstation, I would say it would be okay for just casual things, meaning not very high workloads at all.

It's quite old and low end, equivalent to a 5670. It'll run 3x 1440p monitors fine. I'm not sure why you'd say just 1. But for actually working on; workstation is too broad of a range to say if it'll be fine. 2d will be fine except for large format raws or too many layers. It may struggle with some video effects or high res. 3d will only be low end stuff.
