CPU Performance Dropping

I have a HP Pavilion laptop with the following specs:
i3-5157U CPU @ 2.5Ghz with integrated graphics :( It says 4 CPUs but I believe it's 2 actually CPUs and the other 2 are logically separate.
8Gb ram.
64 bit windows 10.

They're the only relevant specs (I think), anyway my problem is that when I'm playing games, or sometimes on while on YouTube or something that might be a tiny bit demanding for my CPU, I occasionally get >>Awful<< performance drops very suddenly.

This isn't just in game, it's my whole PC. I realize this could be due to CPU overheating, but when in game (and the performance is good) I hear my fan going pretty loud and then all of a sudden my fan goes to minimal and my performance drops. So it's like my PC is trying to protect my CPU but then turning off the things that will cool it down faster. weird.

My CPU usage drops to about 10-30% when this happens, and it happens so suddenly. It also doesn't fix itself, I have to restart my PC every time I get a performance drop which can get pretty annoying. But this does fix it every time, and it's good to go for another few hours then.

When my performance drops I usually get 1-5 FPS in games which is literally unplayable. I'm quite happy to play at anything above 10/15 because of the type of game I play and I usually get about 30 FPS. Is there anything I can do to keep my fan on? I think that might solve the problem, but I'd like to hear other suggestions if anyone has any! Help is very greatly appreciated!

Well, to start off, you're trying to play games using integrated graphics. At least, you aren't mentioning any dedicated GPU that came with the laptop.

At best, integrated graphics will let you play simple flash games without overheating.
It's not a tiny bit demanding for your cpu, it's incredibly demanding.
You're basically using your cpu as a gpu as well when it wasn't meant to do that.

The reason your cpu usage drops is because of thermal throttling. CPUs have a thermal threshold and they "shut down" to avoid temperatures reaching dangerous degrees. The restart helps because it is killing power to everything. The fans start spinning more slowly because as the cpu is throttling, less power is going into it, thus temps reduce because there isn't as much activity, and since the mobo regulates fan speed depending on how hot the cpu is, it slows the fan down because it isn't as hot anymore.

The sole way to keep your fan on is to either make it fixed in the bios or plug it directly into your psu (which always forces fans to spin at 100%).

The game I'm playing is minecraft, I have installed optifine (a mod that massively reduces specs to fit your PC) and it runs fine like this. On the mincraft specs page it also says integrated graphics is okay. I can confirm this as the game does run okay without optifine but of course it's better with optifine. Basically I think there must be something else at play, because sometimes my fan isn't even going that fast and my CPU isn't very hot when the performance does drop. (but then sometimes it is)
