If i move used hard disk from one pc to another just for storage purpose.do i need to format it or jus plug and use.boot device is ssd in which i will plug used hard disk.

No, you shouldn't have to format it or anything.
But your usage is a little bit confusing...boot drive, not boot drive...

It's the boot drive in one system, but you're using it to transfer data to a different system?

If it is just a secondary drive, no action required.
Plug it in and go.

Its used as a boot device from which i have to unplug it but use as a secondary drive in which i have to plug it.so thats why i m wondering that if it will format before use or just plug and use without format.
