Is there any good graphics cards (NVIDIA) that can run big games like GTA 5, Rust, or Miscreated for under $60? If there is please leave a link and thanks!

With a budget this low, it's really useless favouring a brand. You may be able to pick up a deal on an RX 460, though that still won't perform very well in those games. Around 30 FPS at low - medium settings at 1080p.

at low-medium settings 1080p the RX 460 is actually much closer or at 60 fps than it is to 30 fps

In Rust, no. Im playing at 1080p with Simple settings and receiving ~32 FPS at all times. GPU usage at 100%, CPU at ~40%. GPU is overclocked with 4gb video ram.
I mean, we could get very game specific. However in games like GTA V, which OP is targetting here, and many other similar triple AAA's, it can do 60 fps.

OP mentioned 3 games: Rust, GTA V and Miscreated. Not sure where you got the 'game specifying' from. Anyways in GTA 5 It could get 60 FPs on low settings, same with miscreated from what I've seen. Though on rust atvery low/draft probably only ~40 FPS.
Oh, either he edited his post to add those two titles or I simply didn't spot it at first. Weird, thought it really only said GTA V when I first read it.

No, I only edited a little grammar error I had. Thank you for your answer!

I'll go as high as $100, anything that will work lower than that?
