Frozen at Windows 7 Welcome screen - new motherboard

Can you please tell me what this command prompt command does?
D:\>dism /Image:C:\ /Add-driver /Driver:D:\64-bit\ /Recurse

Got it off of a website when searching for solutions to a problem I'm having. I'm building a new computer and want to install my old hard drive which has Windows 7 Home Premium installed on it.
When I boot the computer I get to the Welcome screen and it freezes, meaning I can see the Welcome screen (the sign-in screen), but, the usb keyboard and usb mouse are non-functional so I cannot sign in. After I wasn't able to resolve the problem by using Acronis's Universal restore to try and install motherboard drivers I used the above command to install motherboard drivers from the DVD that came with the new motherboard. This seemed to install the drivers fine, but, I got the same result when I booted the computer (freezes at the sign-in screen).

The mobo I installed is an Intel DH67BL, the processor I installed is an Intel Core i3 and the memory I installed is 4 8GB DIMMs of Kingston 1333MHz DDR3 non-ECC. I also installed a Thermaltake 600w power supply.

Any help with this would be greatly appreciated.
