Which is better or is just same performance?
I wanna go with 4 x 4GB Ram because of aesthetics, but is there a difference between 4x4 or 2x8 in terms of performance.
Im fine with having all my ram slots occupied as i dont plan on going higher than 16GB of Ram.

Solution

go for 2x8 that goes well with the mobo

as far are noticeable performance... shouldnt be any difference if its the same model of ram just in a different configuration.
as for actual performance... i believe the best bet would be to follow your motherboard first. if it supports quad channel, get 4x4. if it supports dual, get 2x8.
2x8 might use less energy too?

lastly... id get whichever is cheapest honestly. the difference between either option for the majority of users is gonna be non existent. but saving 10$ is dinner. also... if it is 10$ difference... that 10 might be better spent on faster ram with lower latencies
