Will mostly be using it for 3D animation and gaming .

Budget is limited to 1300 $ .

If that is the case, we may have to cut some corners. The 1070 is not a bad card, and will still offer maximum 1080p content. You want to upgrade the monitor too, but it is a nice 1080p, 1ms, 144hz monitor as well. If you wanted to spend an extra $100, you can definitely get the GTX 1080 for the best performance possible.

Is this budget stricly for the tower itself?

Do you need an OS, monitors, keyboard, and mouse as well?

This should do you just fine for animation and gaming. The 1600x is a brand new chip that offers overclocking and amazing multi-threading. 16GB should do you just fine for starting up. An SSD will allow faster load and boot times. I like to put MS Office and my Adobe software on my SSD so it will load even faster. Then I sometimes render to my SSD as the process is much quicker. For additional storage like games and other programs, those can be added to the regular hard drive. Of course you can up to 2TB, but that's your choice. The GTX 1080 is the star of the show. This should handle ANY game at 1080p or 1440p on ultra settings. If you got the 4K route, it can handle gaming, but you will have to dial back some settings for newer games. For the case, I just like the S340, it's compact, nice, and sleek. With amazing room for cable management. Finally the PSU is a 550w which should offer more than enough power.

Solution
a ryzen 6 or 8 core paired with a 1070.
a lot of 3d rendering programs still use the cpu so the more cores the better. things like volumetric lights are very cpu intensive especially if you have more than 1 light producing them.
a good nvidia gpu so you can use things like Vray gpu rendering.
