Cool n Quiet off, CPU's frequency still changing

Hi,

I disabled "Cool n Quiet" at BIOS, but HWMonitor in Windows 7 shows a constantly changing frequency for both cores from 1050 to 2100 and then back to 1050 again.

My system is an infamous HP Pavilion dv7 1240us with AMD Turion X2

- Windows 7 Ultimate (64 bit)
- Power plan already set to "High Performance" (but can't find the option to set CPU to 100% always).

Solution
The temp is high but the max temp is 100c I dont think that is the issue. You should also check for turbo in bios. Set a clock may be your only option if the bios allows.
What are your temps? May be throttling due to high temps.

Also make sure your power plan isn't allowing the change. Click "Change Plan Settings" next to the power plan. Expand the "Processor Power Management" listing. Expand "Minimum Processor State." Change this setting to "100%. In the "System Cooling Policy" listing make sure it's set to "Active." Click ok and apply the settings change. Then reboot.

Look for a power management feature in the BIOS. Look for words like Power Management, Enhanced C1, and Cool'n'Quiet.

Hey Albert!

Temps: 43C at iddle, 79C while gaming.

At the "Processor Power Management" I only see the option "System Cooling Policy" which is already set to Active, I've been unable to find or unlock the "Minimum Processor State" option, I'll give a try later with AMD Catalyst Center to see if I can find it there.

For the BIOS suggestion, I've already disbled "Cool N Quiet" option and "Fan Always On" is enabled, but no other power options are available. In fact, I had to ask someone to mod my BIOS to unlock the hidden menus by HP.
