PC stuttering while playing graphically intense games

So a while ago, I got an error while playing GTAV (Which used to run completely fine) and I had to reset my computer. So i fresh reset my computer with windows 10, and ever since that, GTAV has stuttered my entire computer whenever i try to run it. About 3 minutes into the loading screen to get online (yes it happens in offline mode too) my whole computer will freeze for about a second, every 5-10 seconds or so. It freezes everything, and the people I'm talking to on discord say my mic cuts out as well. Just now, I tried to play dark souls III, and when I got to the character creation screen, my computer froze and sounds were looping half second segments for a while until I minimized dark souls.
Other games seem to run okay, like CSGO, Gmod, PUBG, Rust, etc. although they don't run quite as well as I would normally expect them to.
I don't know what else to do at this point, I've reinstalled GTA multiple times, I've reinstalled drivers multiple times, and i don't know what else I can try. Again, everything was fine until I had to reset my computer.

CPU: AMD FX 8350 8 core
GPU: Sapphire radeon r9 270x (4gb)
Motherboard: Gigabyte - GA-78LMT-USB3
Ram: G.skill ripjaws 8gb ddr3
Power supply: Corsair 600 watt
 
Solution
Do a full test of all your parts. Run prime95 version 26.6 on the CPU, furmark on the GPU, memtest64 on the memory, and test your drives using the drive makers tools. Use small cpu for prime95 so we know its only the CPU.

What should i be looking for with the cpu test? Will it give me specific results?

I replaced my MB recently and was looking at that MB you have and I was advised against it. Apparently even though it says it will support an 8350 it wasn't designed to. Support was added with a bios update, but still, it is borderline and will work so long as everything is perfect, but if one thing hiccups, it causes a problem. That is just what I was told. If that is the case, then as elbert said, prime95 will give you a clue. Another thing is to check your PSU. If working properly, that is more than enough wattage, but if it is going bad, it can cause problems. Though in my personal experience, a PSU either works or it doesn't. I personally have never ran into one that just had reduced performance, it was always all or nothing. But you still can't ignore the possibility, so check that out also.
