The GT 730 should be fairly good at 720p. Of course...

There's not really any cards that can play games smoothly with a small 250W PSU, unless you are willing to reduce resolution and/or settings. I'd need to know the +12V rail specs of that PSU to be sure, but the GT 730 DDR5 64 bit should work and run so-so with reduced settings.

I don't want to run today's heavy games at high res and 60fps just want decent fps on normal games like cs go on lower settings ...here is a link to the photo of my psu take a look at it

Yeah, the GT 730 DDR5 64 bit is the safest way to go with that small +12V rail. What screen resolution is your monitor?

The GT 730 should be fairly good at 720p. Of course, it will depend on the games you play.
I have a GT 730 on my shelf. And a dual core CPU from that era. I can throw them together on one of my older machines and run some game benchmarks at 720p if you'd like. But I probably don't have the games you like to play.
