Until the release of the Ryzen 3, is FX worth buying for a low end, but high power system? What I want to know is if it worth spending $180+ for the 1400 (all prices could be off, I am just going from memory) or get a really cheap FX system?

The reason I ask is because I have a friend that wants to get into pc gaming from Xbox and I realize only has a small budget for a full pc set up. I just realized he could use the tv he has for the Xbox, but still. I remember when looking for my own system, the low end option for high core and high thread was the FX series. I have heard that FX tends to run hot, so say it is paired with something like a Cryotec M9a Or something.

Thanks!

Definitely Ryzen.
FX Series was introduced back in 2011.
You don't want to go for something that old.
As others have suggested wait for R3 Ryzen or go with a cheap Pentium G 4560.
Well I wouldn't get the FX to be honest. It's dead end, and there is no upgrade path. I would get a AM4 motherboard for now, and when your friend is ready to upgrade, he could. I would also get the 1500 as well as that's pretty much the sweet spot.

The Pentium is best for low budget, for gamers who don't currently require quad core. You can spend more on a faster videocard, which gives better performance in GPU limited games. You give up performance in CPU limited games. You have a future upgrade path to i5 or i7.

The Ryzen is best for gamers with a bit more to spend, and who require quad core performance from the start. Games like BF1, GTA V, or early access games like Battlegrounds...if these are your games then you need a quad core. You might have less to spend on the videocard, so you'll have stable performance in all games but maybe not the highest framerate due to the slower videocard. Your upgrade path is the faster Ryzens.
