Monitors I can't really advise you on. For mine, I ended up reading reviews and getting the cheapest I could get in canada that was still IPS, solid size (but still fit into my desk) and had very decent user reviews even after being out a few years.
The cooler fits in better with that color scheme, yes, go with that one.
As for 1070, most cards come with 8gb. It's a decent upgrade to 1060, and will carry your whole system a bit further longevity wise I think. And since it'll be a nice looking setup, you want to have it as long as possible.
Regular cleaning will be a must but it's worth a little pain for a very showpiece rig.
650w should be fine. I got 750 for something similar power wise but I wanted to keep options open for sli in the future. With an itx board, you don't have that option, so 650 should be plenty.
