Is This A Good Build For Mini ITX?

Monitors I can't really advise you on. For mine, I ended up reading reviews and getting the cheapest I could get in canada that was still IPS, solid size (but still fit into my desk) and had very decent user reviews even after being out a few years.
The cooler fits in better with that color scheme, yes, go with that one. You can always exchange a fan on it that's solid white LED or something in color, if you decide you absolutely want more LED in your look.
As for 1070, most cards come with 8gb. It's a decent upgrade to 1060, and will carry your whole system a bit further longevity wise I think. And since it'll be a nice looking setup, you want to have it as long as possible.
Regular cleaning will be a must but it's worth a little pain...

It'll certainly be pretty swanky looking.
I might get a bit worse (and a lot cheaper) monitor and instead put in that money to upgrade the gpu to 1070 instead of 1060, and I might not put an rgb colored cpu cooler on an otherwise very color coordinated black/white theme, but otherwise yeah that's a solid build.

And A 1070? what GB is Good For 6? 8?
