CPU Cores might be fried? How to check it out?

Okay first off, I am not very bright around computers, I know the basics but I dont know them deeply. So here is my problem:
I got this old PC with specs like: nVidia 730, Intel Quad Core Q8200 2.33hz, 4gb Ram, 700w powersupply, i dont know the brand of the motherboard......

Well I needed a fresh installation of windows, so I sent it to a PC shop, when it came back it was slow, before sending it I had set the processors to "4" from msconfig>boot>advance>number of processors, as adviced from a friend. So when I got it back it was awfully slow and I thought it might had some problems with that and I turned them back to "1" (the processors). And i restarted it, and when I went back to check there is no option to select 4 processors, its only 1.
So im asking if I fried the other 3 cores, i dont know how they work, but when I play games, Dota2 for example I get 9~20fps on which usually i get 80~120fps. CSGO; 90fps to 15~25fps.

In other news though the PC boots up rather quickly than before, also opens folders programs faster, and preforms mediocre on programs like Vegas and Photoshop, rendering takes a lot of time of course but yea.....

Is there to definitely check if the cores are dead, or anyway to take my PC back to its old speed.

EDIT: Just ran "Intel Processor Diagnostic Tool" and it deteced 1 Physical and Logical Core, and while testing these two modules failed: SPBC and BrandString.
 
Solution

Well you still have the same cpu and it seems that another solution is system restore. Go to the start menu and type "restore" or "system restore" and go through the setup, when it ask for a date or for you to click on a calender, click or select a date before it was set to 1.

Your computer wouldnt run even if it only fried 1 core.....but since it is running and showing diffrent core amounts it must have had a diffrent cpu swapped when you sent it.... Run this program and post the results here in the thread...

Okay, Im reinstalling the drivers right now.
As for the bios, any clue of what to touch there? I did once press "Reset to default settings" in the bios settings, and still didnt bring back to cores. Any thing else I should try to change/touch?
