Internet issues (freezing and lagging) Please safe me!

Ok guys I am at my breaking point. I did everything in my power to try to fix my internet. Let me tell you what the problem is and what I done so far.

My internet is just freezing and hanging every time when I use it. But everything else on my PC is working fine and smooth.

I already had the internet technician come out twice. They worked on the cables and replace the modem. They reset my internet and gave me a new IP address.

I already uninstall google chrome and put it back on and it didn’t work.

I got my dad’s desktop and hooked it on my internet and it worked fine on his desktop.

I have a Linksys E1200 but I still hard wire it. I did both from modem to PC and modem to E1200 to PC. I even bought a brand-new USB internet adapter to see if that fixed it and I still have extreme internet issues. (USB Internet stick AC600 Dual Brand, brand new)(The E1200 is less than a year old).

The E1200 does not give me internet issues when I Wi-Fi it on my phone.

I already tried resetting my modem.

I don’t think it’s my software or at least I doubt it. I regularly scan my pc with MacAfee, Malwarebytes, Ccleaner, and Super anti spyware. Just so you guys know. I used those programs for many years and it never interfered with my internet. They are only active when I scan my pc. Any other time they are turned off. (I always clean my cache and internet history)

I keep my computer super clean and ready.

Windows 7 Home Premium 64 bit.
Processor AMD FX™-4300 Quad core 3.80GHZ.
16 GB RAM G.Skill Crenshaw. (1 Christmas 2016 and other 1 April 2017)
500gb hard drive.
Corsair CX 430 Power supply. (Black Friday 2016, installed)
Corsair H60 water cooler. (May 2017 Installed)
GTX 950 Video Card. (Black Friday, 2016 installed)

The only parts I did not install myself were the motherboard and hard drive. One note too is that I recently replaced a Kingston 4GB ram with a G.Skill Crenshaw 8 GB and installed a Corsair H60 water cooler. (I already put the 4 GB back in and checked if that was the problem, still same issues)

I never noticed any performance issues but my internet is the only thing that just consistently keeps freezing and I am about to a point where I have to spend 200 dollars on a PC repair guy. (Best Buy ceek squad).

The PC is less than 2 years an old. (IBuyPower)

My internet is Cox 150 MB speed. (No TV or phone service)

I wonder if it’s my Corsair H60. But I check the CPU activity and temperature and it always looks fine.

I never watch porn or do any kind of strange activities on my PC.

Internet problems are 3-4 weeks old.
