there are computer shops and probably online sites who receive your gpu and put liquid cooling on it instead of the fans , they even do that in the third world country where i live so you shouldn't be having a problem finding one

There really is no solution besides what you have already done, if your gpu is only hitting 60c under load you have some room to reduce the fan speeds in something like msi afterburner which should reduce noise.

If that is the fact, disassemble the GPU and replace the cooler paste... If continues, there may be something wrong with the GPU... Also, there may be a program that you can download that can control GPU fan speeds...
