looking to upgrade my cpu but what to a 4790k or ryzen 1600x

my current rig is as follows
cpu i5 4460 @ 3.2Ghz
motherboard asus z97 pro gamer
ram 32 gbt Kingston fury oc @ 1936 Mhz
gpu pny founders 1080

I have recently started streaming on my pc but sadly I keep having low performance and fps (the games I mainly play are whicher 3, gta v, modded minecraft and forged alinice and some fps like doom. my cpu is way to under powered with its low clock speed. I was looking to upgrade to its i7 counter part the 4790k or go with ryzen 5 1600x but unsure since since all the recent performance updates to ryzen and what would be better in the long run since the 1600x is newer but I don't have a lot of money to spend

That depends entirely on what game servers you're hosting, they all have different requirements.
Minecraft craves RAM.
CS doesn't really need much.

Servers aren't as intensive as games, because they don't display any graphics or process physics or anything really, just tracking locations of objects.

The r5-1600x performs slightly worse than the 4790k, or roughly the same, depending on application.

Neither. Get the R5 1600.
4790K - Pure gaming because it can OC over 4.5GHz. 7700K is currently the gaming i7 though.
R5 1600X - Only if you're looking for higher clocks at same voltages as R5 1600. Needless to say X parts don't come with a stock cooler. 1600 & 1600X will both max out at around 4.1GHz before needing ridiculous voltages to clock higher.

Also, you mentioned you've started streaming so no need to spend $330+ on a peasant quad core in 2017. Those 6Cores/12Threads will really help while streaming. 6Core/12Threads i7 will become mainstream from Cannon/Coffee Lake (late 2017, early 2018), so don't end up getting an overpriced quad core or you'll have buyer's remorse. xD
