Suspected bad PSU, new PSU doesn't fix problem

Hello, my PC recently died and isn't working properly. When started, half the fans spin, other half dont, and motherboard connections dont power on (USB, display port, Ethernet, etc.) The CPU fan and GPU fan spin up, and thats the only thing that starts. (I receive no signal from GPU according to monitor) I though the PSU was toast (there was a power outage when I was away from home, and now I know my surge protector is bad Yay!) And didnt start since then. I order a new PSU assuming that was the part that was fried, but when I hooked up the new PSU there wasnt a change. CPU and GPU fans spin, no motherboard connections are powered. Is the motherboard the one that is actually toast?
 
Note that power outage can damage multiple components if your PSU was poor quality. First in chain is PSU, and you swapped it. Next is motherboard, but it could also be CPU, or some other failed component prevents booting.
Your next step should be reducing possible multiple causes. Disconnect all drives, chassis fans, all usb devices except keyboard, all internal PCIe cards (except GPU if your motherboard has no integrated video), and try to boot to BIOS. If you can reach BIOS, one of the components you disconnected caused problem, find one which trying them one be one. If still no boot in this minimal build, try again with another stick of ram (if you have it) to rule out bad stick. If still nothing after trying all sticks, most likely motherboard got damaged (but that does not mean CPU might not be damaged as well).

Hmm, since trouble shooting day one I have been running only the essentials as you suggested to see if it runs. I also vaguely recall my PC managed to boot properly, but when I powered it off to put on side panels+ move it back to its spot on second start up I was back to square one. For this reason I think my CPU, GPU, and ram etc. are ok. The PSU can handle the load, and the PC has been running smoothly for the last year and a half until this power outage.
