xfx r9 390 8gb ddr5 slow fps problem

Long story short, I just recently moved into a new house with my computer before the move my video card was doing fine. I was getting on average a 50 fps on ultra with a 1080 resolution.

As soon as I moved and got my computer set up my video card has been slowing down dramatically. When I play the witcher 3 the game starts up great and plays awesome but after 30 or so minutes of gameplay the video card starts stuttering with both the sound and grpahics to 10 fps or lower.

I've tried many different steps such as changing the power supply and doing a clean install of windows to remove any bugs but the problem still persists.

Here is a list of my hardware specs:
CPU: Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz
RAM: 8 Gigs DDR5
PSU: 650 watt corsair
GPU: R9 390 xfx 8 gigabyte video card
Mobo: Gigabyte H110-S2H-GSM

I'm not sure what is going on but the only two other things I can narrow it down to are either the mobo or the card itself which may need to be RMA.
If anybody has any insight please help.

Could be a power draw issue issue as well. IF its software, try this.

Tutorial for proper driver installation.

1-Load windows with only your primary graphics card plugged in.
2-Disable any and ALL anti-virus/malware protection.
3-Download and Run the latest drivers from AMD.com (Omega drivers do not have Uninstall built in, you have to do it through add/remove, which is okay)
3.5. AMD now has a nice Uninstall tool which should work as a better alternative- http://support.amd.com/en-us/kb-articles/Pages/AMD-Clean-Uninstall-Utility.aspx
4-Choose to Uninstall/express (may not be available in newest version, download an older version) the existing drivers, and AMD folder
5-Restart the computer.
6-Disable any and ALL...

10-Shutdown and add 2nd/3rd cards for Xfire.
