No, modularity has nothing to do with it.

It's a budget line of PSUs from Corsair, built down to a price. They did get some revisions at one point to primary japanese caps, but they're pretty poor in quality/stability overall.

Similar on the outside and 'high level' (650W etc), yes. Dramatically different on the inside.

Personally, I'd vote for neither as "better" and both as overkill/overpriced.

Outside of SLI compatibility, there's not too much difference between an X370 and B350 board. And those are much more budget friendly.

You're looking at $200+ boards, a high end CPU.....and a very poor PSU.

I'd opt for a B350 Gaming Plus from MSI at ~$100
PCPartPicker part list / Price breakdown by merchant

Motherboard: MSI - B350 GAMING PLUS ATX AM4 Motherboard ($91.98 @ Newegg)
Total: $91.98

And you some of the money saved towards a better quality PSU. Doesn't have to be much more, but something like:

Power Supply: Rosewill - Capstone 650W 80+ Gold Certified Semi-Modular ATX Power Supply ($74.99 @ Amazon)
Total: $74.99

That being said, I suspect you're not in the US? I don't believe the VS650 is still for sale anywhere.

Where are you located specifically?

Why is my PSU bad, is cause the fact it is not modular??? Because the one which linked below is so smiliar to mine.
