BIOS and OS unable to use full screen

BIOS display is in a small box, can't adjust Bios due to screen size. Also having the same issue in Windows 10. I can set the display in Windows to 1080 but cant use my 144hz refresh rate. I am using DVI for connection. EDIT: Added link for photo. Thanks

I've been able to make the screen bigger but that doesn't do much for functionality. Im still locked in at 60 hz in Windows and the BIOS screen just overlaps itself and becomes unusable. Now it doesn't show any system information and locks up when I try to change a setting.
