Pentium g2120 switched to i5 2400 and now it even lags on the desktop

Hello,
I have a problem with the pc of my friend, we switched the cpu out for a i5 2400 and now it even lags on the desktop (moving mouse, taps around and stuff). We have a "new" gtx 660ti as well, so a new psu is already on its way, because his psu doesnt even have one pcie 6 pin connector. I am not sure how much watt his psu has, it does not say it on the sticker. His ram is 16gb ddr3 1600, but it should work just fine with the i5 2400 even it just supports up to 1333. We tested the i5 2400 whis his gt 640 gpu while the monitor was pluged in to the gpu, if that matters. He is running win 7 64bit. When we switched them back everything works fine again.

What could solve the problem?

Cpu temps are around 30°c and we used the same cooler for both and it is working fine, in idle the cpu usage is 2-3 % and when i move a tap around it goes up to 30% and it starts lagging . Is this cpu usage normal when moving taps?

I will the Linux Live USB, how can i find out if it is in pre-boot POST/BIOS conditions?

 

If the new processors are not displayed correctly in Device Manager, then they should be deleted and the system rebooted. No Windows reinstallation is required when only replacing the CPU.
