Hello. I am running a A8-7600 at 3.7 Turbo. The temps are fine. I also have a rx460 2gb. When i launch a game the cpu usage always goes up to 90-100 and stays there. I could be just staring at the floor in csgo, but still 90-100%. In games like Rise of The Tomb Raider i get fps drops in some areas, but i guess thats because of the GPU limitations. Cpu is still at 90-100%. Before i had a problem ,when it was throttling. Cleaned everything out and now it's fine. If i am bottlenecking what CPU should i get? I have a A68HM-P33 MSI mobo.
Here i posted a 3dMark Score - http://prntscr.com/fjup4c

Solution
You can choose to overclock your CPU even on the provided 95W stock cooler and that mobo as the A8 7600 has a low power consumption (TDP at 45W, Quad core).

Tie some fans to the VRMs!

Stock all core clock: 3.1 GHz
Turbo Clock: 3.7 GHz

You might want to use BIOS/AMD Overdrive and set VCore to 1.35V and Multiplier to 20.0x; BCLK 200.00 MHz

This will give you 4.0 GHz on all cores, which will alleviate some of the bottleneck.

My CPU, a FX 4350 which is somewhat similiar to your quad core APU, runs 1.45V stock and can take 1.62V, 200W at a 4.85 GHz OC, you do not need to worry about the CPU being degraded due to voltage below 1.55V.

Do keep temperatures in check, and make sure your CPU does not exceed 70°C. You should reach...

Is it bottlenecking then? And why would i need new RAM? I alredy have 8GB.

Your RAM is DDR3, all the new systems Intel 6th and 7th Gen, and AMD Ryzen use DDR4 memory which is not compatible with DDR3, unless you went with an older platform like Haswell (will be harder to find) for DDR3 support
And yes the CPU is holding back your system.

Alright. Do you have any suggestions on what mobo ,CPU i should get? I want a budget MOBO,CPU.

Something like this would work well:
PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor ($195.69 @ SuperBiiz)
Motherboard: MSI - B350 PC MATE ATX AM4 Motherboard ($83.98 @ Newegg)
Memory: Corsair - Vengeance LPX 8GB (1 x 8GB) DDR4-2666 Memory ($62.99 @ Amazon)
Total: $342.66
Prices include shipping, taxes, and discounts when available

You could save some money and get a 1500x or 1400 instead of a 1600 (you will lose 2 processing cores)

CPU: AMD - Ryzen 5 1400 3.2GHz Quad-Core Processor ($158.79 @ SuperBiiz)

I will never again buy a prebuild system... On the website i got it from it said that it is eassily upgradable and i didnt look into it at that point... By easily upgradable they mean you have to buy a new Mobo,Ram to upgrade cpu. Well then . Sorry for my english,if i messed something up.

This might help your bottleneck and put more load on the card..
Try running games at higher settings to force the games to load on the card and not the CPU.
It should alleviate a bit of bottle-necking.
You can also do a quick upgrade of about 200 bucks but that's up to you -- A lot of people are suggesting to go Ryzen and get a whole new mobo dd4 ram cpu etc, which is a bit pricey, but if you're content with like.. a pretty decent upgrade but not spending a ton of cash you can get the mobo + 8350 combo from Amazon prime for about 200. Would provide immediate results if you're looking for something cheap to go up to, or you can save and really get a nice ryzen.
