That's decent for a smaller town or city. Large places like in California get 400mbs down I know and crazy amounts of up. I live in rural Wisconsin and get 6 down and less than 2 up, but that's expected. Your internet is likely good for where you are.

I'd say that's really good then. Hoefully you aren't paying insane prices, but I think everyone does. ISPs have a monopoly in the US and it sucks.
