+12V readings show 10.8V minimum

Hello! Before I describe my problem, let me give you my current specs:

PSU: Corsair CX500W
GPU: Gigabyte Nvidia Gtx1060
Motherboard: asrock H170 pro4
CPU: Intel i5-6500 @3.20GHz
RAM: DDR4 Patriot Viper 4 Series 8GB
OS: Windows 10 Home 64bits

I've been having a problem with my computer lately, mainly while gaming, the monitor loses signal, I hear a strange buzzing noise on my headphone and gpu fans start spinning at 100%, the only solution I have is to hard reboot or shutdown completely.
I read about it on tom's forums and some other forums aswell, and read that it probably was a faulty GPU, so I bought a new one, but the problem persists. HWiNFO64 readings are as follows:
+5V : Min 5.112v - Max 5.136V
+12V : Min 10.848V - Max 12.096V
CPU and GPU temps never exceeded 30ºC (~86F)

I think 10.8V is way too low (it happened while idle, while gaming it fluctuates between 11.1 and 12.0), and maybe that is what is causing my problems.

My question is, could it be really a bad PSU, or could it be the Motherboard's causing the problem? I bought everything (except the GPU, bought it last week) on january, and wasn't really planning on spending too much money on replacements...

5v is fine.

12v is out of the line.

yeah its a bad quality psu(cx series are bad) , best to get something like this.

its another platform with dc dc converters way more reliable and stable , if you dont want corsair and the absolute best get this.
