GPU fan speed is really loud when i start to play a game

i start to play overwatch and my fan noise gets really loud. I turn off overwatch and the fan stays loud. My GPU is a geforce gtx 960. When i open up msi after burner and the geforec performance app and open hardware and things like that they all say the fan is not even turning. when i open up the case one fan is turning very loudly and the other fan on the GPU is like sputtering a little but no treally moving

New video card still returnable ? Fans should be in sync.

Old video card? Blow out dust and hope that is the reason for the fan being slow. If not see if waranty is still good.

Old card out of waranty? 960 is still an excellent card (it's what I use too). You can replace the fan, or the entire cooler. Contact the maker of your video card to see if they will help you with parts. Youtube has videos on how to repair / replace GPU coolers. Good luck.
