Low GPU Usage On New Computer

So recently I got a brand new computer. When I first started gaming It was working great - 60+ on games running at ultra. After a night of playing Civ 6 with one of my buddies I turned off my computer to find out the next day I could barely run any game at 10-25fps. I've read a good amount of topics and solutions but nothing has helped. It seems that my GPU usage is low and my CPU usage is high which if I'm correct means my CPU is bottlenecking, but how can that be happening if it's a really nice CPU?

Specs:
MSI Titanium Z170A
Gigabyte GTX 1060 Windforce 3GB
Intel i7 skylake 7700k 4.20GHz
32GB DDR4 Ram
Windows 10 Ultimate

I am at my wits end trying to figure this out. Any help is appreciated.
 
Solution
That's about 800mhz. Go into your BIOS, and look for a load default options. Also, you may want to check for power saving mode.

According to Task Manager it's running at 0.76Ghz.

Okay so I went into my BIOS and did what you told me. My CPU speed went up to around 4.28GHz to 4.20GHz and games seems to be running smooth. I guess this fixed it even though I don't really know what I did. So thanks.
