Intermittent Frame Skipping: Windows 10

Been having intermittent Frame Skipping issues in Windows 10 for a couple months now, I'm pretty much at the end of my ropes here and about ready to just build over from scratch.

I can't for the life of me figure out what is causing it. At seemingly random intervals, I'll get drastic pauses and skips in every aspect of Windows 10, from games to simple mouse movement. This issue tends to show up for maybe an hour or two, then with no action taken by myself, it will abate for up to a week. It will then come back as mysteriously as it disappeared.

I've tried all the basic fixes, including total Reformat and clean install of the OS and CMOS wipes. The fact that the issue is so intermittent makes it remarkably hard to troubleshoot. For example, last week I wiped CMOS and was problem-free for a whole week. Today it started happening again, and CMOS wiping did nothing.

About the only thing I can recall that happened interesting around the time this event began, was I upgraded my memory and even played with Overclocking/overvolting, but always within safe limits, not that this couldn't be the cause, but I didn't pump like 2.5V through some DDR4. So my working theory may be that I damaged the memory, However, memory has passed both Memtest and Windows internal memory test. All hardware, in fact, seems to be working just fine.

I've run Latency mon to see if there's a driver that's messing everything up, but to no avail. Sometimes I'll register a very high Pagefault, but this is never correlated with any frame skips.

Any help is greatly appreciated.

Even just a list of probable/possible causes so if I do start to RMA (PC is only about 1.5years old, self built and up until Feb was running perfectly) pieces, I'd like to have an order in which I should try. (Probably start with Memory and Hard Drive though)

I have a video of the problem in-action saved on my SSD somewhere. I may upload it to youtube if people think it'd help, though youtubes Bitrate might muddy the problem.

I've had this exact problem for months as well (EDIT: Just to note, my system is almost identical. Z170X-UD5 Motherboard, i7 6700K CPU, 32GB DDR4, 2x1080 SLI). Just to be sure, are you also experiencing audio pops and clicks at time? And when in game, your FPS drops are tied to sudden mouse input and/or lots of sound? This is apparently a thing from Gigabyte boards (I have the same Z170X-UD5 myself) once updated past ~f20, which added support for Kabylake CPUs and a new UEFI GUI. To restore stability, you must downgrade to a previous version (F4 it seems is best).

However, after f20 the UEFI can't be simply rolled back, nor 3rd part UEFI installed, due to security implemented in this version. You must re-write the UEFI manually using other tools. These are the other resources I've found regarding this. It would seem Rufus Bootable USB tool, Intel Flash Programming Tool, and AMI UEFI Reprogramming Tool are the best options here.

UPDATE:

Rufus DOS USB Bootdisk and the f4 UEFI with the z170 FPT tool ( here: https://forum.giga-byte.co.uk/index.php?topic=17957.msg103493#msg103493 ) did work and I'm on version F4 now. System is so far stable, however as with the intermittent nature of these errors it will take a few days/week to know for certain if this did fully resolve the issue.


Yet further update: Also, as the nature of this error is causing memory errors, it is possible for certain files to become corrupted through the persistence over time of this error. As such, once resolved you may need to reinstall Windows one final time, as well as verify the integrity of game data.
