Recommend psu for this pc

Hi,
im planing to get a RX 460
and this is my specs :
CPU: Intel corei3-4170
Board: Asus h81m-v3
Ram : 6 GB DDR3
How much watt i need for this GPU?
i have calculated in some power calculator websites they told me that i need around 300W power
i saw this gpu need 400w
so.... is 400w enough with this specs?
I want as cheapest as possible psu but good because i'm tight on budget.
also i have another question there is something about connector pins for psu which i don't know about them !
can u tell me what psu is suitable for this gpu?( i mean how much pins psu cable must have)

Yes im not from US,
im in Iran and prices are little bit rough here

best would be to stick to tiers 1+2,but if not available could you look at tier 3 as well.
It's getting abit dated this list since no one keeps it updated but mostly still applies.

If the Seasonic S12II series is available to you would that be a decent choice,could go for the 430watt and be fine.
