Does PSU affect the performance of hardwares?

I currently have a cooler master elite v2 which is a tier 7 PSU. I am upgrading to a seasonic M12 evo later on. will there be a performance improvement on my pc? or just the efficiency and reliablity of the psu will be the factor?

Efficiency and reliability. Unless it has crashes due to instability or insufficient power, you won't notice much difference performance wise.
 
There will be no Performance improvement. But the quality, efficiency and reliability will be improved. Now the chances of damage to other components due to sudden surge of electricity caused due to low quality PSU and its capacitors gets negated. The failure of PSU itself also decreases as you go up the line. Thermal conductivity improves.

Thank you for your answer. I was wondering because my current GPU's 12v rail is not sufficient for my system, I was thinking if I upgrade my PSU, -- my GPU and CPU would perform at their best with a decent PSU 12v rail.
