i7 4790k's bottom damaged?

I bought this i7 4790k second hand but the bottom seems to be damaged
I don't really know if its working or not since I don't have the motherboard yet.
Can someone tell me if the CPU dead or not?

The damaged part just looks like a layer of the pcb is removed or something

yep thats damaged.

Looks like a huge overclock with poor cooling, probably wont boot.

So now u will buy another one for 180? you could buy 6800k for this much money or ryzen 1700x
I wouldnt even pay this much for working one.

Yeah thats gonna be a dead CPU. I would advise against trying it as it might damage your motherboard or components as well.
